The project site's proximity to existing schools would foster educational <br />opportunities for students as well as residents in the nearby community. <br />The Federal Emergency Management Agency designates the property as Zone <br />"V,.an area determined to be outside of the 500 -year floodplain. The property is <br />identified as Prime Agricultural Land by the Agricultural Lands of Importance to the <br />State of Hawaii (ALISH) System. However, the property is currently not being used for <br />any agricultural activities. Soils within the property and surrounding area are classified as <br />"B" or "Good" for agricultural productivity by the Land Study Bureau. <br />Access to the project area will be from Akoni Pule Highway, under the <br />jurisdiction of the State Department of Transportation. County water is available to the <br />project site from an existing 8 -inch waterline within the Akoni Pule Highway. Individual <br />wastewater systems will service the site. All essential utilities are available to the <br />property. <br />The subject request is not contrary to Chapter 205A, Hawaii Revised Statutes, <br />relating to Coastal Zone Management Area. The property is not located within the <br />Special Management Area. The project site is located mauka of the Akoni Pule Highway <br />and therefore, will not be impacted by coastal hazard and beach erosion. There are no <br />identified recreational resources, public access to the shoreline or mountain areas, <br />designated scenic and open space preserves, coastal ecosystems, marine resources or <br />other natural and environmental resources in the immediate project area. Thus, the <br />proposed request and use of the property will not adversely impact those resources. <br />A study titled "Archaeological Assessment, Cultural Impact Assessment and <br />Botanical Survey for a 3.8 -acre Parcel at Honomakau, Pueuehu Ahupuaa, North Kohala, <br />Hawaii Island (TMK: 5-4-8: 2) was conducted by Cultural Surveys Hawaii, Inc. in <br />September 2006 (Appendix B, Final Environmental Assessment, October 2007). No <br />archaeological, historical, or cultural sites were identified on the site. The study <br />concluded that "the development of this Honomakau project area will have no adverse <br />impact on archaeological, historical or botanical resources or on any on-going cultural <br />practices." In a letter dated May 7, 2008, the DLNR-HPD has stated that no historic <br />properties will be affected because intensive cultivation and previous grubbing/grading <br />has altered the land, and the Historic Preservation Division has reviewed this project <br />during the HPDES assessment phase and a determination was made at that time that no <br />historic properties would be affected by the proposal. <br />
