REPORT OF THE <br /> COMMITTEE ON PLANNING <br /> DATE: November 5, 1998 Re: C-1050/Bill No. 331 <br /> PLACE: Councilroom <br /> TIME: 1:52 p.m. <br /> Chair and Members <br /> Hawaii Counly Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Planning, to which was referred Bill No. 331, transmitted by Mayor Stephen K. <br /> Yamashiro per Communication No. 1050, dated October 26, 1998, regarding the change of zone request <br /> by Kenneth K. Leong, at Kealakehe Homesteads, North Kona, Hawaii, TMK: 7-4-4:33, reports as <br /> follows: <br /> BiI] No. 331 amends Section 2~-8-3 (North Kona Zone Map), Article 8, Chapter 25 ('Coning Code) of the <br /> Hawaii County Code, by changing the district classification for approximately 4.201 acres of land from <br /> an Agricultural (A-Sa) to a Family Agricultural (FA-la) zoned district. <br /> The rectangular-shaped property, owned in fee by owners Kenneth K. Leong as "Crustee of the Kenneth <br /> K. Leong Revocable Trust, Jo Ann Beyer, Jerry Lin Jaruquin and Lee Ann L. Trujillo, is located on the <br /> west (makai) side of Mamalahoa Highway approximately 0.7 miles south of the Mamalahoa Highway- <br /> Palani Road intersection. <br /> The applicants are requesting the zoning change to subdivide the subject property into a total of 3 lots <br /> ranging in size from 1.35 to 1.50 acres. There is an existing home nn the property where Mr. Leong and <br /> his two daughters live. The applicant recently lost his wife and as part of his estate planning is desiring <br /> to create agricultural lots for hi, children. <br /> According to the General Plan Land Use Pattern Allocation Uuide (LUPAG) Map, the area is designated <br /> as Orchard. These rocky lands support the production of macadamia nuts, papaya, citrus and other <br /> similar agricultura] products. <br /> The U.S. Department of Agriculture Soil Conservation Service classifies the soil as Kona extremely <br /> rocky muck which consists of well drained, thin organic soils over pahoehoe lava bedrock. The surface <br /> layer is slightly acid. Permeability is rapid in the soil, and the water moves rapidly through the lava <br /> cracks. Runoff is medium, and the erosion hazard is slight. The soil is mostly used for pasture and <br /> watershed. Small areas are used for coffee and macadamia nuts. <br /> The Agricultural Lands of Importance to the State of Hawaii (ALISH) Map designates the land as <br /> "Unclassified". Soils within the subject property are classified as "C" or "Fair" for agricultural <br /> <br /> productivity by the Land Study Bureau. <br /> There are no rare, threatened or endangered species of either flora or fauna. <br /> The subject property is located within 'bone "X", which is outside the 500-year flood plain. <br /> PC-163 <br /> <br />
