Shallow-type drywells with sufftcient depth, to avoid <br /> potentially high groundwater table, will be installed to handle the on site runoff. <br /> Since the property was improved previously, the likelihood of any archaeological features are remote. <br /> Landscaping plants are the only existing vegetation on the subject site. <br /> Although the applicant proposes access to the subject property from Kinoole Street, a 36-foot wide <br /> pavement within a 60-foot right-of--way with concrete curbs, gutters and sidewalks, the Department of <br /> Public Works recommends that no vehicular access be allowed from Kinoole Street. Public Works <br /> recommends access from Lono Street, a "paper road" which fronts the subject property, and recommends <br /> the Planning Department will establish the conditions for access and roadway improvements. <br /> Your Committee questioned the reasoning behind this recommendation from the Department of Public <br /> Works because they felt Lono Street should not be utilized as the access point, in order to preserve the <br /> privacy and confidentiality that is afforded the Children's Advocacy Center in the existing setting. <br /> <br /> "The subject property is located within Zone `X", which is outside the 500-year flood plain. <br /> All essential utilities and services are available to the subject property. Water is provided by an existing <br /> 8-inch waterline that fronts the subject property.
