Shallow-type drywells with sufftcient depth, to avoid potentially high groundwater table, will be installed to handle the on site runoff. Since the property was improved previously, the likelihood of any archaeological features are remote. Landscaping plants are the only existing vegetation on the subject site. Although the applicant proposes access to the subject property from Kinoole Street, a 36-foot wide pavement within a 60-foot right-of--way with concrete curbs, gutters and sidewalks, the Department of Public Works recommends that no vehicular access be allowed from Kinoole Street. Public Works recommends access from Lono Street, a "paper road" which fronts the subject property, and recommends the Planning Department will establish the conditions for access and roadway improvements. Your Committee questioned the reasoning behind this recommendation from the Department of Public Works because they felt Lono Street should not be utilized as the access point, in order to preserve the privacy and confidentiality that is afforded the Children's Advocacy Center in the existing setting. "The subject property is located within Zone `X", which is outside the 500-year flood plain. All essential utilities and services are available to the subject property. Water is provided by an existing 8-inch waterline that fronts the subject property. The applicant will connect to an existing 10-inch sewer line which is located along Kinoole Street. Your Committee concurs with the Planning Commission and the Planning Director for recommending a favorable consideration for the change of zone request. Your Committee on Planning is in accord with the intent and purpose of Bill No. 309 and recommends it pass first reading.
