COUNTY OF HAWAII <br />STATE OF HAWAII <br />RESOLUTION NO. '745.08 <br />A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br />AND FROM THE DESIGNATED FUND ACCOUNT(S) AND CREDITING SAME TO A <br />DESIGNATED FUND ACCOUNT(S) <br />WHEREAS, on April 9, 1986, under former Mayor Dante Carpenter, the Hawaii <br />County Council approved a sister city resolution between Nago City, Okinawa, and Hawaii <br />County; and <br />WHEREAS, on June 13, 1986, a delegation from Hilo attended the sister city acceptance <br />ceremony in Nago City; and <br />WHEREAS, the group's visit included participation in an open-ocean "haari" (dragon <br />boat race) race; and <br />WHEREAS, in 1988, state-wide planning began to commemorate the 90"' anniversary of <br />Okinawan immigration to Hawaii, and it was decided that Hilo would host a haari festival <br />because of its close sister city relationship with Nago City; and <br />WHEREAS, in 1989 a group of emissaries from Hawaii County went to Nago City to <br />ask former Mayor Tetsuya Higa to donate three "sabani" (wooden fishing boats) for the haari <br />festival; and <br />WHEREAS, former Mayor Tetsuya Higa consented and commissioned a master boat <br />builder to construct the sabani; and <br />WHEREAS, on January 10, 1990, former Mayor Higa arrived in Hilo to formally <br />present the three boats to former Mayor Bernard Akana of the County of Hawaii; and <br />WHEREAS, on August 18, 1990, Hui Okinawa sponsored the first haari boat races using <br />the new sabani; and <br />WHEREAS, former Mayor Higa sent his championship teams along with talented youth <br />sanshin and koto performers to celebrate the cultural event and strengthen our sister city bond <br />with Nago City; and <br />WHEREAS, since that inaugural event, the Hui Okinawa Haari Boat Race Festival has <br />been held in 1991, 1994, 1995, 1999, 2000, 2002 and 2008, bringing international teams and <br />visitors to Hilo to compete and celebrate the cultural event; and <br />
