<br /> ~.y M <br /> r <br /> REPORT OF THE <br /> COMMITTEE ON PLANNING <br /> DATE: October 20, 1998 Re: C-]OllBill No. 308 <br /> PLACE: Councilroom <br /> TIME: 3:15 p.m. <br /> Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Planning, to which was referred Bill No. 308, transmitted by Mayor Stephen K. <br /> Yamashiro per Communication No. 101 I, dated September 29, 1998, regarding the change of zone <br /> request by David Matsuura, at Olaa, Puna, Hawaii, TMK: 1-7-13:8, reports as follows: <br /> Bill No. 308 amends Section 25-8-24 (Kurtistown Zone Map), Article 8, Chapter 25 (Zoning Code) of <br /> the Hawaii County Code, by changing the district classification for approximately 30.51 l+_ acres of land <br /> from an Agricultural (A-20a) to an Agricultural (A-Sa) zoned district. <br /> The subject property, owned in fee by Ruth Matsuura, et al, is located at the northeastern corner of <br /> Volcano Road and F,nos Road. By letter of authorization by all owners, David Matsuura has been <br /> granted permission to apply for the change of zone. <br /> The applicant is proposing to subdivide the subject parcel into four lots, ranging in size from <br /> approximately 7 to 9.51 l acres in size, to be deeded to family members for agricultural and residential <br /> use. <br /> On the relatively level property are two dwellings, an agricultural storage building, a pump storage <br /> building and three greenhouses. One dwelling is a two-story structure built in 1992 consisting of <br /> approximately 1,688 square feet in size. The second dwelling is a single story structure constructed in <br /> 1996 consisting of 3,600 square feet in size. <br /> Access to the property is from linos Road, aCounty-maintained road with a 30-foot right-of--way. The <br /> 10 to 13 foot wide pavement is in good condition with a 3-foot wide grass shoulder. However, according <br /> to the Department of Public Works, the right-of-way and pavement should be widened if this change of <br /> zone is approved. <br /> Surrounding lands to the north are zoned Agricultural 20-acres (A-20a) and vacant. Lands to the south <br /> and southeast across Volcano Road, are zoned Single Family Residential 20,000-square feet (RS-20), <br /> Agricultural 10-acres (A-LOa), and Agricultural 20-acres (A-20a), and include existing dwellings and <br /> vacant lots. West of the subject property are lands zoned RA-.Sa and include lands in <br /> agricultural/residential uses. <br /> The property is "Unclassified" on the State Department of Agriculture's Agricultural Lands of <br /> Importance to the State of Hawaii (ALISH) Map. The Land Study Bureau Soil Rating is "D" (Poor). <br /> The soils are classified as Ohia extremely stony silty clay loam, 0 to 20% slopes. Runoff is slow to <br /> medium, and erosion hazard is slight to moderate. The soil is used for sugarcane, woodland and pasture. <br /> PC-152 <br /> <br />
