COUNTY OF HAWAII <br />STATE OF HAWAII <br />RESOLUTION NO. '754 08 <br />A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br />AND FROM THE DESIGNATED FUND ACCOUNT(S) AND CREDITING SAME TO A <br />DESIGNATED FUND ACCOUNT(S). <br />WHEREAS, the Hawaii County Mayor's Committee on Status of Women, in <br />conjunction with the Department of Education State Education Program, is planning a <br />conference to prevent teen dating violence, depression, and suicide in Kona; and <br />WHEREAS, 1 of 3 female high school students reports being physically abused or <br />sexually abused by a dating partner and over 40 percent of male and female high school students <br />surveyed had been victims of dating violence at least once; and <br />WHEREAS, violent relationships in adolescence can have serious ramifications for <br />victims, who are at higher risk for substance abuse, eating disorders, risky sexual behavior, <br />suicide, and adult re-victimization, and the severity of violence among intimate partners has been <br />shown to increase if the pattern was established in adolescence; and <br />WHEREAS, complications of untreated teen depressions are far-reaching and may effect <br />many aspects of a young person's life which include; school absenteeism and decreased <br />performance, strained relations with parents and siblings, withdrawal from peers leading to <br />reduced support systems, emotional distress, increased chance of smoking and excess alcohol <br />and drug use, and potential suicide; and <br />WHEREAS, clinical depression is a serious medical illness, which affects over 1 million <br />U.S. teenagers and most of the time their parents and other adults do not know they are <br />depressed; and <br />WHEREAS, Hawaii loses 128 lives to this tragedy each year (about one every three <br />days), and another 870 are hospitalized after attempting to take their own lives; and <br />WHEREAS, Nationwide, Hawaii had the second highest percent of youth who reported <br />that they "seriously considered attempting suicide" (nearly 20%), and had the second highest <br />percent of youth who reported "attempted suicide" among 39 states (13%); and <br />
