, PC-143 Paget September 1, 1998 At today's meeting, Your Committee teamed that the Church is dividing the land into mauka and makki parcels so the mauka parcel can be sold to generate funds to pay for the building. It is not known if the mauka parcel will be used for agricultural or residential purposes because there is no known buyer at the moment. According to the Department of Public Works, a drainage study was conducted on that portion of the property which has been developed. Your Committee addressed the concern of the Paukaa community regarding the drainage impacts, but it was noted that since this property is zoned Ag-3, the Soil Conservation Service may have to be consulted. When the tlood study was done on the ditch back in 1987, it was stated that the 36-inch culvert would be able to handle the 100-year storm. The community's concern over the drainage problem may have stemmed from an incident, which happened years ago, when some of the residents above the subject site pruned their banana trees and discarded the cuttings into the drainage ditch. Then the torrential rains came and the remnants in the ditch were washed down toward the 36-inch culvert, whereby, blocking the passageway and creating the flooding problem in the area. The drainage ditch is on private property, but the contents that flow through it are directed to a public drainage system. For informational purposes only, on the final vote, Committee Member Curtis Tyler voted "Kanalua" twice. Your Committee on Planning is in accord with the intent and purpose of Bill No. 256 and rewmmends it pass first reading.
