Pete Hoffmann, Council Chair <br />September 24, 2008 <br />Page 2 <br />• Allocated funds for "Easy Win" projects around Downtown Hilo including the <br />revitalization of Liholiho Park, and hanging baskets to include native plants and <br />flowers, based on community input; <br />• Served as a Lead Solution and/or Supporting Partner on specific actions including <br />the Tsunami Education, Preparation, and Recovery Project which is just being <br />completed under a grant from State Office of Planning -Coastal Zone <br />Management Program; <br />• Published The VisionKeepers' Guide to Implementing Your Community Plan <br />which provides lessons learned, processes and procedures to serve other <br />communities in the County who are initiating and implementing Community <br />Development Plans; <br />• Provided annual reports to the Council on the status of implementation of EDH <br />2025; and <br />• Updated the Living Action Plan matrix to include an interactive format that <br />allows for modifications and additions that keep the plan responsive to <br />stakeholder and community input. <br />Our major focus for the upcoming fiscal year will be to initiate the community review <br />process for our 5-year Living Action Plan update as called for in the community planning <br />process. The EDH 2025 Plan five-year update ensures that we remain a Living Action <br />Plan by formally re-engaging the community. This ensures that the plan remains on track <br />and relevant to community values and needs. We will be presenting the update to the <br />County Council for its adoption. <br />The VisionKeepers have developed a budget for this process which will begin in 2009 <br />and be completed by 2010. It is anticipated that approximately $60,000 will be needed to <br />conduct a comprehensive community review process in order to complete this update. <br />We believe that the Downtown Hilo community planning process will provide valuable <br />information and play an integral part in forming the North and South Hilo community <br />development plan process. <br />Although called for in the EDH 2025 Plan, no specific funding mechanism has yet been <br />identified to support this long term implementation and updating process.
