Pete Hoffmann, Council Chair
September 24, 2008
Page 3
Planning Department, State Office ofPlanning -Coastal Zone Management (CZM)
Program, and initially through the Mo' Bettah Together community planning grants from
the Hawaii Community Foundation. In addition, many of the County Council members
have also allocated financial support for the EDH 2025 implementation process from
their discretionary funds, which has really been critical to the success of this effort. We
especially thank Council members Stacy Higa and Donald Ikeda who have supported this
planning effort from our initial inception when the Friends of Downtown Hilo Steering
Committee shepherded the development of the Vision Plan. We also appreciate the
financial support we have received from Council members J Yoshimoto, Bob Jacobson,
and Dominic Yagong.
We ask that the entire County Council please consider this issue and we request your
support for funding this effort to update and implement this valuable community-based
plan for Downtown Hilo. The community planning process initiated with the EDH 2025
Living Action Plan has demonstrated that grassroots community planning can be a
successful model for community development planning processes in our County.
Funding for implementation and plan updates are critical to ensure the EDH 2025 Plan
continues to lead our County toward a new community governance that is built upon
collaborative partnerships guiding future development.
Mahalo for your consideration of this matter. Members of the VisionKeepers will be
present to answer any questions the Council might have on this request.
Sincerely,

Eileen O'Hara, Chair
EDH 2025 VisionKeepers
cc: Chris Yuen, Planning Department
Envision Downtown Hilo 2025
C/o Qmnty of Hawaii Planning Department 101 Pauahi Stree[ Suite #3 Hilo, HI 96720
