The Soil Survey Report classifies soils within the project site as Kikoni Series (KXC). This soil <br /> consists ofwell-drained, very fine loams that formed in volcanic ash. The surface is extremely <br /> stony in places. Permeability is moderately rapid, runoff is slow and the erosion hazazd is slight. <br /> Soils within the subject property aze classified as "C" (Fair) for agricultural productivity by the <br /> Land Study Bureau. The Agricultural Lands of Importance to the State of Hawaii (ALISH) <br /> system classifies the land as "Prime" agricultural land, which have the soil quality, growing <br /> season and moisture supply needed to produce high sustained yields of crops economically when <br /> treated and managed according to modern farming methods. <br /> The subject property is located outside the 500-yeaz flood plain (Zone X). <br /> Planning reports have not indicated the presence of any rare or endangered plant or animal life in <br /> this area. The Department of Land and Natural Resources State Historic Preservation Division <br /> states that this parcel is not in the Waimea Agricultural Field System Historic District, so it is not <br /> likely to contain significant historic sites. <br /> Your Committee concurs with the Planning Commission and the Planning Director for <br /> recommending a favorable consideration for the change of zone request based on the knowledge <br /> that the proposed rezoning and development will complement land uses within the community <br /> and neighborhood it is proposed to be located in.
