Agricultural-5 acres (A-Sa) and Single Family Residential (RS-15) immediately adjacent to the <br /> north and south. The subject pazcel is situated adjacent to and north of the Hualalai Colony <br /> Subdivision which consists of 50-15,000 square foot lots. This subdivision is in the State Land <br /> Use Urban District and the County's Single Family Residential-15,000 squaze foot (RS-15) <br /> zoned district. Kailua View Estates and Kona Heights Subdivisions are located further to the <br /> north and zoned RS-15. Lands further to the west on the makai side of Queen Ka'ahumanu <br /> Highway are zoned Multiple Family Residential (RM-4) <br /> All utilities and services aze available to the subject parcel which aze essential to accommodate <br /> rural development. Water can be provided by an existing 8-inch County waterline which is <br /> situated along Hienaloli-Kahului Road and approximately 400 feet from the subject property. <br /> The Department of Water Supply has indicated that water for the 15 lots is available to the <br /> subject property. <br /> The property has no severe geological or topographical problems which cannot be properly <br /> rectified or which would render the land unusable. The Federal Emergency Management <br /> Agency Flood Insurance Rate Map (FIRM) designates most of the property outside of the 500 <br /> yeaz flood plain (Zone X). There is a portion that is designated Zone AE, areas within the 100 <br /> yeaz flood, so the applicant will secure the necessazy approvals from the FEMA and the <br /> Depaztment of Public Works for the required drainage improvements within the boundaries of <br /> the project site. <br /> Although the subject property is in the State Land Use Agricultural and County's Agricultural <br /> zoned districts, it is not being used for active agricultural purposes. The State of Hawaii ALISH <br /> Map does not classify the subject property in any category. The Land Use Study Bureau's <br /> Overall Master Productivity Rating for the soils in the area is "E" or Very Poor. <br /> Your Committee amended the second to the last sentence in Condition J by deleting "in <br /> conjunction with the issuance of Final Subdivision Approval" and replacing it with "for any <br /> portion of the subject property". This amendment clazifies that the recorded covenant occurs <br /> after Final Subdivision Approval from the County.
