COUNTY OF HAWAII RESOLUTION NO. STATE OF HAWAII '7'78 ~8 RESOLUTION AUTHORIZING THE OFFICE OF THE MAYOR TO ENTER INTO AN AGREEMENT WITH THE STATE OF HAWAII DEPARTMENT OF DEFENSE, STATE CIVIL DEFENSE, PURSUANT TO HRS 46-7, FOR THE FY 2008 HOMELAND SECURITY GRANT PROGRAM WHEREAS, the State of Hawaii Department of Defense, State Civil Defense has been awarded the FY 2008 Homeland Security Grant Program (HSGP) funds from the Department of Homeland Security, Federal Emergency Management Agency, Preparedness Directorate Grants and Training; and WHEREAS, these funds, being granted to the Hawaii County Civil Defense Agency, are provided to purchase specialized equipment to enhance the capability of state and county agencies to prevent, deter, and respond to incidents of terrorism, but also supports "all hazards" catastrophic preparedness initiatives; and WHEREAS, the FY 2008 HSGP funds integrates funding for two (2) programs for Hawaii County: 1) State Homeland Security Program (SHSP) and 2) Citizen Corps Program (CCP); and WHEREAS, SHSP supports the implementation of State Homeland Security Strategies to address the identified planning, organization, equipment, training and exercise needs for acts of terrorism and other catastrophic events; and WHEREAS, in addition, the SHSP supports the implementation of the National Preparedness Guidelines, the National Incident Management System, and the National Response Framework; and WHEREAS, the Citizen Corps mission is to bring community and government leaders together to coordinate the involvement of community memebers in emergency preparedness, planning, mitigation, repsonse and recovery; and WHEREAS, Hawaii Revised Statutes, Section 46-7, requires that county departments obtain the consent of the council to enter into agreements with the federal or state governments respecting action to be taken pursuant to any of the powers granted bylaw to furnish, expend, and receive any funds or other assistance in connection with projects being or to be undertaken pursuant to those powers. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII, in accordance with section 46-7, Hawaii Revised Statutes, that the Mayor of the County of Hawaii is authorized to execute, on behalf of the County, the Memorandum of Agreement with the State Civil Defense, attached hereto and incorporated herein by reference as Exhibit "A", to enable the County of Hawaii to use these funds for the State Homeland Security Program and the Citizen Corps Program.
