COUNTY OF HAWAII <br />RESOLUTION NO. <br />STATE OF HAWAII <br />'7'78 ~8 <br />RESOLUTION AUTHORIZING THE OFFICE OF THE MAYOR TO ENTER INTO AN <br />AGREEMENT WITH THE STATE OF HAWAII DEPARTMENT OF DEFENSE, <br />STATE CIVIL DEFENSE, PURSUANT TO HRS 46-7, FOR THE FY 2008 <br />HOMELAND SECURITY GRANT PROGRAM <br />WHEREAS, the State of Hawaii Department of Defense, State Civil Defense has been <br />awarded the FY 2008 Homeland Security Grant Program (HSGP) funds from the Department of <br />Homeland Security, Federal Emergency Management Agency, Preparedness Directorate Grants and <br />Training; and <br />WHEREAS, these funds, being granted to the Hawaii County Civil Defense Agency, are <br />provided to purchase specialized equipment to enhance the capability of state and county agencies to <br />prevent, deter, and respond to incidents of terrorism, but also supports "all hazards" catastrophic <br />preparedness initiatives; and <br />WHEREAS, the FY 2008 HSGP funds integrates funding for two (2) programs for Hawaii <br />County: 1) State Homeland Security Program (SHSP) and 2) Citizen Corps Program (CCP); and <br />WHEREAS, SHSP supports the implementation of State Homeland Security Strategies to <br />address the identified planning, organization, equipment, training and exercise needs for acts of <br />terrorism and other catastrophic events; and <br />WHEREAS, in addition, the SHSP supports the implementation of the National Preparedness <br />Guidelines, the National Incident Management System, and the National Response Framework; and <br />WHEREAS, the Citizen Corps mission is to bring community and government leaders together <br />to coordinate the involvement of community memebers in emergency preparedness, planning, <br />mitigation, repsonse and recovery; and <br />WHEREAS, Hawaii Revised Statutes, Section 46-7, requires that county departments obtain <br />the consent of the council to enter into agreements with the federal or state governments respecting <br />action to be taken pursuant to any of the powers granted bylaw to furnish, expend, and receive any <br />funds or other assistance in connection with projects being or to be undertaken pursuant to those <br />powers. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII, <br />in accordance with section 46-7, Hawaii Revised Statutes, that the Mayor of the County of Hawaii is <br />authorized to execute, on behalf of the County, the Memorandum of Agreement with the State Civil <br />Defense, attached hereto and incorporated herein by reference as Exhibit "A", to enable the County <br />of Hawaii to use these funds for the State Homeland Security Program and the Citizen Corps <br />Program. <br />
