REPORT OF THE <br /> COMMITTEE ON PLANNING <br /> DATE: August 18, 1998 Re: C-941 <br /> PLACE: Councilroom <br /> TIME: 2:38 p.m. <br /> Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Planning, to which was referred Communication No. 941, transmitted by Mayor <br /> Stephen K. Yamashiro, dated August 4, 1998, reports as follows: <br /> The purpose of Communication No. 941 is to recommend the appointment of the following individual as <br /> a member of the Hawaii County Water Commission: <br /> Mc Robert H. Makuakane of Ka' u, will replace Anna Cariaga of Ka'u whose term expired on <br /> December 31, 1997. He will serve a term to end on December 31, 2002. <br /> Mr. Makuakane, a registered Democrat, is a 54-year resident of Hawaii who recently retired <br /> from his position as an Executive Assistant to Mayor Stephen K. Yamashiro (1993-1997). He <br /> was a Hawaii County Council Member from 1988-1992 and a Hawaii County Police Officer <br /> from 1971-1988. He is the President of the Ka'u Community Association, a member of the Ka'u <br /> Band Booster Club and serves as a coach for various athletic activities. <br /> Pursuant to Section 8-2 of the Hawaii County Charter, the mayor shall appoint members to the Water <br /> <br /> Commission to be confirmed by the Council, as prescribed in Section 13-4 of the Hawaii County <br /> <br /> Charter. <br /> <br /> Although Mr. Makuakane was not present at today's meeting to answer any questions, Your Committee <br /> supports his appointment, but with the concern that the Mayor should find people with appropriate <br /> <br /> backgrounds. For example, someone being appointed to the Water Commission should have a <br /> <br /> background in natural resources education or water management in order to render decisions which <br /> <br /> would best benefit today's changing world. <br /> <br /> Your Committee also had another concern that the same names are being submitted to the various <br /> <br /> commissions when there are other qualified people out there who should be recommended too. <br /> For informational purposes only, on the final vote, Committee Member Curtis Tyler voted "Kanalua" <br /> <br /> twice. <br /> <br /> Your Committee on Planning recommends the approval of the appointment of Mr. Robert H.
