This appropriation implements the Kona CDP by enabling <br /> the necessary preliminary steps to initiate financing or to move priority roads to a design- <br /> ready stage. The Kona CDP identifies several major new connector roads for the North <br /> Kona area. There are several ways to initiate implementation such as the County <br /> advancing the costs to form a CFD, paying for a consultant to develop a consistent <br /> alignment to coordinate multiple landowners, or paying for the preliminary engineering <br /> and/or environmental reports to move the road to a design-ready stage.
