REQUEST: <br />Request to amend Ordinance 08-79 Capital Improvement Budget, to add an appropriation for the following <br />new project: <br />Transit-Oriented Design (TOD) Villages Master Plans- $550,000 <br />B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br />A Project Data/Financial Impact Statement is attached. <br />The project implements the recently adopted Kona and Puna Community Development Plans. TOD villages <br />are a new concept in this County. The County needs to take the lead to prepare the first TOD master plans <br />to develop in more detail the components of a TOD, the level of detail of a master plan, and the process to <br />prepare this plan. Master plans under consideration include the Kona civic center TOD (to coordinate the <br />infrastructure and land uses surrounding the civic center in a "greenfield" context) and Kailua Village TOD (to <br />coordinate the existing uses and multiple landowners in a redevelopment context). Lessons learned may <br />have applicability to a Puna TOD as conceived by the Puna CDP. <br />Based on smart growth principles, walkable mixed-use villages served by multi-modal transportation, <br />particularly transit, reduce dependence on the automobile resulting in reduced investments in new roads, <br />healthier communities (more walking and biking), more sense of community (fostered by town center <br />gathering places), and improved air quality (less vehicular emissions).
