COUNTY OF HAWAII <br />STATE OF HAWAII <br />RESOLUTION NO. 795 98 <br />A RESOLUTION REQUESTING THE DEPARTMENT OF RESEARCH AND <br />DEVELOPMENT TO CREATE AND MAINTAIN A CONSUMER EDUCATION <br />WEBSITE DESIGNED TO HELP HAWAII ISLAND RESIDENTS REDUCE THEIR <br />ENERGY USAGE AND COSTS. <br />WHEREAS, the Hawaii County Council acknowledges that County government should <br />provide its citizens with information and strategies to reduce their energy usage, as a means of <br />reducing Hawaii Island's dependence on fossil fuels and other imported resources for electrical <br />and transportation energy; and <br />WHEREAS, according to the Hawaii County Energy Sustainability Plan (Energy Plan) <br />dated October 3, 2007, County residents can realize both financial savings and a reduction in the <br />use of fossil fuel by making informed energy choices; and <br />WHEREAS, the Executive Summary of the Energy Plan specifically recommends that <br />one of the highest impact actions that the County can take to meet its energy goals is <br />"distributing information to residents on compact fluorescent light bulbs, solar water heaters, <br />mass transit, and EnergyStaz appliances" (page ES-21); and <br />WHEREAS, according to the Energy Plan, the County should create a "Hawai`i Island <br />Energy Saver" guide using local electricity rates to inform residents of the true energy costs of <br />vazious appliances; and <br />WHEREAS, the Department of Research and Development is directly facilitating <br />Energy Plan implementation efforts; and <br />WHEREAS, the Department of Research and Development has an existing contract with <br />The Kohala Center for a public education campaign to increase citizen awazeness and <br />participation in energy goals; and <br />WHEREAS, funding has already been allocated for this public education campaign <br />through the existing contract with The Kohala Center; now, therefore, <br />BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that, by <br />Mazch 1, 2009, the Department of Research and Development, in partnership with The Kohala <br />Center, should create a consumer education website designed to help Hawaii Island residents <br />reduce their energy usage and costs by providing: <br />1) Energy usage calculations for major; types of appliances calculated to October 2008 <br />HELCO rates; <br />
