• Zoning requests shall be reviewed with respect to General Plan designation, district <br />goals,xegional plans, State Land Use District, compatibility with adjacent zoned uses, <br />availability of public services and utilities, access, and public need. ' <br />Land Use -Multiple-Family Residential <br />Provide for multiple-family residential developments that maximize convenience for <br />its occupants. <br />• Appropriately zoned lands shall be allocated as the demand for multiple-family <br />dwellings increases. These areas shall be allocated with respect the places of <br />employment, shopping facilities, educational, recreational and cultural facilities, and <br />public facilities and utilities. <br />Housine <br />• Encourage the State to provide student, faculty and staff housing for the University of <br />Hawaii at Hilo and the Hawaii Community College. <br />Public Facilities <br />• Participate in the development of student housing and faculty housing for the <br />university and other joint-use facilities. <br />The General Plan recognizes that the lack of adequate student housing has made it <br />difficult for the UH Hilo Campus to achieve an increase in enrollment. The proposed <br />change of zone will directly support the goals, policies and standards of the General Plan <br />by providing much needed student housing near the university and community college <br />and in an area with adequate infrastructure to accommodate the development of the <br />property to a higher density. <br />The requested change of zone conforms to the General Plan Land Use <br />Pattern Allocation Guide (LUPAG) Map. The Land Use Pattern Allocation Guide <br />(LUPAG) Map component of the General Plan is a graphic depiction of the physical <br />relationship among the various land uses. The LUPAG Map establishes the basic urban <br />and non-urban form for areas within the County. The property is designated Medium <br />Density Urban, which reflects uses that are single-family and multiple-family residential' <br />and village and neighborhood commercial in character.
