She added <br /> that any funding for'county public education program that partners with the <br /> state or federal governments would be up to the counties. <br /> President Rapozo stated that he intended to eventually propose an HSAC <br /> resolution after the counties have passed their own monk seal resolutions <br /> in order to demonstrate the collective will of the counties. He stated that <br /> he would work with Ms. Bonk to draft the HSAC resolution. He stated'that <br /> if there were no objections, he would have a draft resolution prepared for <br /> the next HSAC meeting for members to consider. <br /> <br /> President Rapozo asked if there was any further discussion. <br /> <br /> Secretary Garcia asked to ladd an item to New Business on the agenda. There <br /> were no objections, <br /> <br /> Secretary Garcia asked the committee members how their respective councils <br /> may view a proposal currently being held in committee in the Honolulu council. <br /> The proposal would condemn the state elections officer for certain aspects of his <br /> preparation for the elections during the current election cycle. The clerks of the <br /> counties had been consulted on the resolution and suggested that the resolution <br /> be held until after the 2008 elections in order to evaluate his performance. <br /> Secretary Garcia also stated that Honolulu is discussing a possible proposal that, <br /> would address the issue of last minute filing for elections. Neither of these <br /> proposals is currently in Honolulu's submission to the 2009 HSAC legislative <br /> package but secretary Garcia stated that Honolulu may add these items later in <br /> the process and wanted the executive committee to know they are being <br /> considered. <br /> President Rapozo requested that secretary Garcia provide the members with <br /> information on the issues that may be proposed and stated that they could be <br /> added to the agenda at the next meeting. <br /> <br /> Kauai County Council Resolution No. 2008-42, Draft 1, was filed. <br /> <br /> VI.
