COUNTY OF HAWAII <br />STATE OF HAWAII <br />RESOLUTION NO. 81.9 08 <br />RESOLUTION AUTHORIZING THE OFFICE OF THE MAYOR TO ENTER INTO AN <br />AGREEMENT WITH THE STATE OF HAWAII DEPARTMENT OF THE ATTORNEY <br />GENERAL, PURSUANT TO HRS 46-7, FOR A LAW ENFORCEMENT <br />INVESTIGATION STANDBY PAY GRANT FOR THE HAWAII COUNTY POLICE <br />DEPARTMENT <br />WHEREAS, the State of Hawaii Department of the Attorney General, Crime Prevention and <br />Justice Assistance Division has authorized funding for standby pay for the Hawaii County Police <br />Department's Juvenile Aid Section (JAS) Detectives; and <br />WHEREAS, the JAS have the responsibility of investigating all sexual assaults and violence <br />cases involving an intimate partner or family household member, which includes but are not limited to <br />physical abuse, assault, and sexual assaults; and <br />WHEREAS, a critical component to the effectiveness of this agency is having Detectives on <br />standby status so that they response quickly and conduct their crime investigations; and <br />WHEREAS, due to the shortage of JAS Detectives in East and West Hawaii, locating a <br />Detective after hours can be difficult; and <br />WHEREAS, having Standby Detectives would provide 100% coverage after hours, on <br />weekends, and on holidays; and <br />WHEREAS, the goal of the this project is to improve Hawaii County's ability to respond to <br />violent crimes against women, through funding the Standby Detectives investigating these crimes, <br />ensuring prompt responses to the victim and the crime scene; and <br />WHEREAS, the funds provided by the State of Hawaii Department of the Attorney General are <br />derived from grants provided by the federal government; and <br />
