PC- 51 Page 2 May 6, 1997 <br /> An historic preserve has been designated on the Keauhou Master Plan adjacent and to the north <br /> of the affected commercial development. The historic preserve contains the Ohia Cave complex <br /> as well as other archaeological features. <br /> Surrounding uses near the subject property include the Hillhaven Medical Caze facility, golf <br /> course and condominiums across Kam III Road, Keauhou Shopping Village, single family <br /> residences and vacant lands. <br /> Your Committee concurs with the Planning Commission and the Planning Director for <br /> recommending favorable consideration for the change of zone request. <br /> The applicant's representative noted that the subject property may not need a Shoreline <br /> Management Area (SMA) permit because the boundaries may have changed due to the Planning <br /> Commission's recent SMA boundary amendment. <br /> Your Committee expressed some concerns to the proposed mauka office complex and <br /> Kamehameha III Road access but was reassured that the proposed development will still require <br /> approval from the Department of Public Works. <br /> Your Committee amended Bill No. 391 by including the following conditions and language used <br /> <br /> consistently in similar zoning bills and to update and clarify its conditions: <br /> 1. Amending the tax map key parcel number to reflect the updated parcel number to <br /> read as 7-8-10:Portion of 2 (Formerly Portion of 4); <br /> 2. Adding the standard water commitment payment condition; <br /> 3. Rewording and incorporating conditions relating to the standazd condition relating <br /> to construction of the commercial development and securing final plan approval <br /> to current time frames; <br /> 4. Amending Condition E relating to intersection improvements by deleting the <br /> requirement to signalize and channelize the three intersections. Two of the three <br /> intersections have already been signalized and channelized. Language has been <br /> added requiring the applicant to design and construct the interior driveway <br /> circulation improvements to interconnect with the existing adjoining commercial <br /> properties south of the subject property meeting with the Department of Public <br /> Works; <br /> <br />
