No. 1511/Res. No. 780-08 <br />Your Committee on Finance, to which was referred Resolution No. 780-08, reports as follows: <br />Resolution No. 780-08, transmitted jointly with Bill No. 382 by Director of Finance William Takaba, via <br />Communication No. 1511, dated October 7, 2008, authorizes the Office of the Mayor to enter into an <br />agreement with the State of Hawaii Department of Transportation for an Aggressive Driving Project <br />grant. <br />The State of Hawaii Department of Transportation Public Affairs -Safe Community Program is <br />providing a $36,000 Aggressive Driving Project grant to the Hawaii County Police Department. <br />Aggressive driving, defined by the National Highway Traffic Safety Administration as occurring when <br />"an individual commits a combination of moving traffic offenses so.as to endanger other persons or <br />property," has become a serious problem on our roadways. The goal of this project is to reduce the <br />number of fatal crashes on Queen Ka`ahumanu Highway, Hawaii Belt Road Route 190, Route 11 in <br />Kona, South Kohala, and Ka`u Districts; and to also increase the amount of aggressive driving citations in <br />these areas. <br />Pursuant to Section 46-7, Hawaii Revised Statutes, County Departments must obtain the consent of the <br />Council to enter into agreements with the federal or state governments respecting action to be taken <br />pursuant to any of the powers granted by law to furnish, expend and receive any funds or other assistance <br />in connection with projects being or to be undertaken pursuant to those powers. <br />Your Committee on Finance is in accord with the purpose and intent of Resolution No. 780-08, and <br />recommends its adoption. <br />la <br />_ AYES NOES A&E EX <br />FORD _ X <br />HIGA X <br />HOFFMANN X <br />IKEDA X <br />JACOBSON X <br />NAEOLE X <br />PILAGO X <br />YAGONG X <br />YOSHIMOTO X <br />Respectfully submitted, <br />ON FINANCE <br />YAGONG, <br />FC REPORT <br />ADOPTED: <br />
