Yamashiro per Communication No. 61, dated December 27, 1996, regarding the change of <br /> zone request by Robert F. Greenwell Company, L.P. at Honokohau 1st and 2nd, North Kona, <br /> TMK: 7-4-5:2, reports as follows: <br /> Bill No. 16 amends Section 25-86 (North & South Kona Zone Map), Article 3, Chapter 25 <br /> (Zoning Code) of the Hawaii County Code, by changing the district classification for <br /> approximately 85.396 acres of land from an Agricultural (A-20a) to an Agricultural (A-l0a) <br /> zoned district. <br /> The subject property, between the elevation of 1700 feet and 2300 feet, is located one mile <br /> southeast of the Mamalahoa Highway/Palani Junction and 2,200 feet mauka of the Mamalahoa <br /> Highway where the applicant wants to subdivide the subject property into five lots of 10 to 36 <br /> acres for the purpose of transferring individual title to family members. <br /> Access to the subject property is by way of Mamalahoa Highway on a 60-foot wide private <br /> roadway and further over a 60-foot wide road and utility easement which will be used by the <br /> Department of Water Supply as an access to the Honokohau Production Well site. The <br /> Department of Water Supply is in the process of improving the access with a 12-foot wide paved <br /> road. <br /> In recent years, approximately half the subject property has been grubbed and planted in pasture. <br /> The balance of the property is overgrown with primarily non-native trees and underbrush. <br /> Soils within the subject property have been classified as "E" ur Very Poor for agricultural <br /> productivity by the Land Study Bureau's Detail Land Classification System and the Agricultural <br /> Lands oflmportance to the State of Hawaii (ALISH) system classifies the soils within the subject <br /> <br /> property as "Other Important Agricultural Lands." <br /> County water is not available to the subject property because the property is outside the service <br /> area of the North Kona Water Systcm at an elevation above the existing County water system. <br /> Extensive improvements and additions, including storage, transmission, booster pump, and <br /> distribution facilities must be constructed.
