PC-~ 7 Page 2 January 28, 1997 <br /> Due to the location of a drinking water well within 1000 feet of the subject property, no cesspool <br /> or septic tank system is allowed to be built within the 1000 feet radius. <br /> Adjacent lands to the north and south are zoned A-20a and aze either vacant or used for grazing <br /> and lands to the west side are zoned A-1 a. <br /> The subject property has no severe geological or topographical problems which cannot be <br /> properly rectified or which would render the land unusable. <br /> According to the Department of Land and Natural Resources-Historic Preservation Division, the <br /> prabability of historic sites existing on the subject property is low. Fences, stone walls, and a <br /> water tank, some or all of which may qualify as historic sites, are noted as occurring elsewhere <br /> on the subject property. A preliminary survey and interview with the owner of the subject <br /> property is recommended to identity and evaluate the presence/absence of historic sites. <br /> Your Committee concurs with the following reasons by the Planning Commission and the <br /> Planning Director for recommending a favorable consideration for the change of zone request: <br /> 1. The zone request is conforms to the goals, policies and standazds of the General <br /> Plan. <br /> 2. The zone request conforms to the General Plan's Land Use Pattern Allocation <br /> Guide (LUPAG) Map which designates the area as Orchard. <br /> 3. All essential services and utilities, including water, wastewater and roadways will <br /> be provided. <br /> Your Committee amended Bill No. 16 by including language used consistently in similaz zoning <br /> bills. Also, Condition C was amended by requiring the applicant to construct off-site water <br /> system improvements, which include but are not limited to storage, transmission, booster Bump, <br /> <br /> and distribution facilities meeting with the requirements of the Department of Water Supply. <br /> PC REPORT NO.: 3 ~ <br /> <br />
