~ r . , <br /> REPORT OF THE SPECIAL MEETING OF <br /> COMMITTEE ON PLANMNG <br /> DATE: January 28, 1997 Re: C-74 <br /> PLACE: Kona Surf Hotel, King Kamehameha Ballroom <br /> TIME: 10:15 a.m. <br /> Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Planning, to which was referred Bill No. 24, transmitted by Mayor Stephen <br /> K. Yamashiro per Communication No. 74, dated December 27, 1996, regarding the change of <br /> zone request by Hao Street Hui at Kaloko, North Kona, TMK: 7-3-25:4, reports as follows: <br /> Bill No. 24 amends Section 25-86 (North & South Kona Zone Map), Article 3, Chapter 25 <br /> (Zoning Code) of the Hawaii County Code, by changing the district classification for <br /> approximately 22.065 acres of land from an Agricultural (A-20a) to an Agricultural (A-Sa) zoned <br /> district. <br /> The subject property is located in the Kaloko Mauka Subdivision st the 2,500-foot elevation and <br /> on the north side of Hao Street where the applicant, a Hawaii General Partnership, is the fee <br /> owner of the subject property. The applicant intended to subdivide the property into a total of six <br /> lots in sizes of 3 and 4 acres. <br /> However, in reviewing the request, the Planning Commission further considered Council <br /> Resolution No. 330-96 regarding the established pattern for rezoning in the Kaloko Mauka azea. <br /> In the resolution, the Council recognized that rezoning ordinances have established a pattern of <br /> A-3a lots up to the 2,600 foot elevation and A-Sa lots within a band between the 2,600 to the <br /> 2,900 foot elevation. To remain consistent, the Commission voted to recommend the approval of <br /> Agricultural (A-Sa) lots based on Council's findings rather than the applicant's initial request for <br /> the A-3a designation. <br /> Access to the subject property is off Hao Street via Kaloko Drive which has a 22-foot wide <br /> pavement and 8-foot grassed shoulders within an 80 foot right-of--way. <br /> Soils within the subject property have been classified as "E" or Very Poor for agricultural <br /> productivity by the Land Study Bureau's Detail Land Classitication System and the Agricultural <br /> Lands of Importance to the State of Hawaii (ALISH) system classifies the soils within the subject <br /> property as "Unique Agricultural Lands." An archaeological study was not conducted on the <br /> subject property. <br /> Water is provided to the subject property by a 4-inch county water line along Hao Street fronting <br /> <br /> the subject property. <br /> <br /> The subject property is located in the Critical Wastewater Disposal Area where cesspools are not <br /> <br /> allowed because of water pollution concerns. Any development on these lots would require all <br /> wastewater to be disposed into a septic tank system. <br /> PC REPORT NO.: 2 4 <br /> <br />
