PC- 2 4 Page 2 Januazy 28, 1997 <br /> Adjacent lands are zoned A-3a to the west and immediately surrounding the subject property to <br /> the east and north aze lands zoned A-20a. <br /> The subject property has no severe geological or topographical problems which cannot be <br /> properly rectified or which would render the land unusable. <br /> The subject property is below the elevation recommended as an essential habitat of the Alala, an <br /> endangered bird whose population has reached an extremely critical state. Based on <br /> recommendations of the Alala Recovery Plan, the portion of lands of Kaloko above <br /> approximately 3,200 feet to 3,400 feet elevation, including all parcels in Blocks 8 thna 13 of the <br /> Kaloko Mauka Subdivision, is designated as essential habitat for the Alala. <br /> The Planning Commission concurs with the following Planning Director's reasons for <br /> recommending a favorable consideration for the change of zone request: <br /> 1. The zone request is conforms to the goals, policies and standazds of the General <br /> Plan. <br /> 2. The zone request conforms to the General Plan's Land Use Pattern Allocation <br /> Guide (LUPAG) Map which designates the area as Orchazd. <br /> 3.
