REPORT OF THE SPECIAL MEETING OF <br /> COMMITTEE ON PLANNING <br /> DATE: January 28, 1997 Re: C-60 . <br /> PLACE: Kona Surf Hotel, King Kamehameha Ballroom <br /> TIME: 10:15 a.m. <br /> Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Planning, to which was referred Bill No. l5, transmitted by Mayor Stephen <br /> K. Yamashiro per Communication No. 60, dated December 27, 1996, regarding the change of <br /> zone request by Robert J. Henriques and Gregg R. Kashiwa at Kalaoa 3rd, North Kona, <br /> TMK: 7-3-02:02, reports as follows: <br /> Bill No. 15 amends Section 25-86 (North and South Kona Zone Map), Article 3, Chapter 25 <br /> (Zoning Code) of the Hawaii County Code, by changing the district classification for <br /> approximately 15.253 acres of land from an Agricultural (A-20a) to an Agricultural (A-3a) zoned <br /> district. <br /> The subject property is located on the mauka side of Hawaii Belt Road across from Kona <br /> Coastview Subdivision where the applicants wish to subdivide the property into five lots in 3- <br /> <br /> acre sizes. <br /> <br /> Access to the subject property is from Mamalahoa Highway, a State highway. <br /> <br /> Water for the proposed subdivision will be provided by the existing County's North Kona Water <br /> System. However, the applicant will be required to install a waterline approximately 700 feet <br /> <br /> from a point north of the Kalaoa Booster Pumps to the parcel. <br /> <br /> Wastewater generated by the proposed development will be disposed of utilizing an individual <br /> <br /> wastewater disposal system meeting with the approval of the State Department of Health. <br /> <br /> Soils within the subject property have been classified as "E" or Very Poor for agricultural <br /> <br /> productivity by the Land Study Bureau's Detail Land Classification System and the Agricultural <br /> <br /> Lands of Importance to the State of Hawaii (ALISH) system does not classify the soils within the <br /> <br /> subject property. An archaeological study was not conducted on the subject property. <br /> <br /> Lands adjacent to the north, south and east are vacant lands with scattered residences. Across <br /> <br /> Mamalahoa Highway, to the west and southwest arc the Kona Coastview, a 286-lot subdivision; <br /> <br /> Kona Highlands, a 365-lot subdivision; Kalaoa View Estates, a 56-lot subdivision; and Kona <br /> Wonderview, a 94-lot subdivision. <br /> <br /> The Planning Commission concurs with the following Planning Director's reasons for <br /> <br /> recommending a favorable consideration for the change of zone request: <br /> PC REPORT NO.: 18 <br /> <br />
