Yamashiro via Communication No. 62, dated December 27, 1996, regarding the change of <br /> zone request by Lawrence L. Stevens at Waimea, South Kohala, Hawaii, TMK: 6-5-07:25, <br /> reports as follows: <br /> Bill No. 17 amends Section 25-95E (Lalamilo-Puukapu Zone Map), Article 3, Chapter 25 <br /> (Zoning Code) of the Hawaii County Code, by changing the district classification for <br /> approximately 49,700 square feet of land from an Agricultural (A-la) to a Single Family <br /> Residential-10,000 square foot (RS-] 0) zoned district. The subject property is located along the <br /> west side of Lindsey Road, approximately 250 feet north of Waimea Park at Waimea, South <br /> Kohala, Hawaii. <br /> The applicant proposes to subdivide the subject property into two (2) lots. The applicant does <br /> not intend to sell the plots. <br /> The rectangulaz-shaped subject property has a single family dwelling. <br /> Access to the subject property is from Lindsey Road, which is a 60-foot right-of--way with <br /> approximately 18 feet of pavement. <br /> Water, electricity, and other essential services and utilities are available to accommodate the <br /> expansion of this proposed two (2) lot subdivision. <br /> Surrounding land uses in the immediate vicinity include a single family dwelling, Waimea Park, <br /> commercial activities, and other vacant lands. <br /> With regard to flora and fauna, the site has been cleared. Therefore, the proposed development <br /> should have no further impacts on flora or fauna in the area. No endangered or rare species are <br /> known to inhabit the site. <br /> The applicant stated there is no record of historic sites on the subject property. However, the <br /> lands were probably never surveyed. <br /> There is a history of localized runoff affecting the immediate area. Properties identified by TMK <br /> Nos. 6-5-07: 78, 79, 80, 81, and 83 have a drainage easement to control runoff water from the <br /> <br />
