;. <br />REPORT OF THE <br />COMMITTEE ON PLANNING <br />DATE: October 7, 2008 Re: Comm. 1471/Bi11370 <br />PLACE: Council Chambers <br />Ben`Franklin Building, 2"d Floor <br />333 Kilauea Avenue <br />Hilo, Hawaii <br />TIME: 3:00 p.m. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Your Committee on Planning, to which was referred Bill 370; reports as follows: <br />Bill 370, transmitted via Communication 1471 from Mayor Harry Kim, dated September 18, 2008; <br />presents a Change of Zone Request by RAYMOND and JANE OTOMO at Manowaiopae, North <br />Hilo, Hawaii, TMK: 3-6-008:002. <br />Bill 370 seeks to amend Section 25-8-21 (Laupahoehoe-Ninole Zone Map), Article 8, Chapter 25 <br />(Zoning Code) of the Hawaii County Code 1983 (2005 Edition), by changing the District <br />Classification from Single Family Residential - 15,000 square feet (RS-15) to Single Family <br />Residential - 10,000 square feet (RS-10) at Manowaiopae, North Hilo, Hawaii. <br />Communication 1471 reports that the Hawaii County Planning Commission, as required by Chapter 4, <br />Sec. 6-4.3(C), Hawaii County Charter, considered the above request on September 4, 2008. The <br />Commission concurred with the Planning Director's reasons for recommending a favorable <br />consideration of this matter. Communication 1471 transmits the following findings and <br />recommendations: <br />The subject .property is located on the south side of Puualaea Homestead Road, near the <br />intersection with Spencer Road, in Manowaiopae Homestead, North Hilo, Hawaii. <br />Z. Applicants are requesting a change of zone for approximately 22,366 squaze feet of land and <br />subdivide the property into two lots. Applicants intend to continue to own one of the lots and <br />the other lot will be conveyed to their son after a new single-family dwelling is constructed. <br />Access to the site is from Puualaea Homestead Road, which is a County owned roadway with a <br />40-foot right-of--way. Upon subdivision, access to the rear lot would be over a 15-foot wide <br />easement along the northern property boundary. <br />4. County water is available to the site and all essential utilities (electricity, telephone and cable) <br />are also available. <br />PC Report No. 97 <br />
