With respect to wastewater, the existing single-family dwelling utilizes a cesspool and the <br />proposed dwelling will use a septic system meeting with approval of the Department of Heath. <br />The change of zone request conforms to the goals, policies and standazds of the General Plan <br />Economic and Land Use Elements. <br />• The Land Use Pattern Allocation Guide (LUPAG) Map designates this area as Low Density <br />Urban, which reflects uses that are single-family residential in chazacter. <br />• The project site is located within Zone "X", area determined to be outside the 500-year <br />floodplain. <br />• The Change of Zone request is not contrary to Chapter 205A, Hawaii Revised Statutes <br />relating to Coastal Zone Management as the subject property is located approximately a <br />quarter mile from the shoreline and will not be impacted by coastal hazard and beach <br />erosion. The shoreline in this area is chazacterized by high sea cliffs. <br />• The property has been in residential use for thirty yeazs and therefore it is unlikely that <br />valuable habitat exists for native terrestrial species. There is no evidence of any traditional <br />and customary native Hawaiian rights being practiced on the site, nor existence of any <br />known valued cultural, historical or native resources in the area. <br />At the October 7, 2008 Committee on Planning meeting, there was no public testimony presented. <br />Planning Committee Chair Pilago noted that Mrs. Otomo had called earlier and advised staff that they <br />were unable to attend. <br />Planning Director Yuen explained that this application represents a small rezoning in Laupahoehoe <br />that will create atwo-lot subdivision for the Otomo family. Mr. Yuen stated the lots have adequate <br />water, utilities and roads and that with the conditions imposed, the Department supports the rezoning <br />request. <br />Councilmember Yagong noted that the applicants are old school people who want to pass a piece of <br />family-owned property on to their son and that this is the kind of applications the Council should <br />support. <br />Your Committee concurs with the Planning Commission and the Planning Director's favorable <br />recommendation for approval of the Change of Zone request. <br />PC Report No. 97 <br />
