Vice President <br />Jacobson stated that the bill proposes enactment of the recommendations <br />of the 2050 Sustainability Proposals regarding energy. He explained that <br />the section regarding decoupling would remove the link between the cost <br />of oil and renewable sources of electricity. Secretary Garcia stated that he <br />was willing to bring the proposal before his council for consideration. <br />Treasurer Pontanilla stated that he had some reservations with the <br />proposal considering that while many people support the idea of <br />renewable energy, often the implementation is opposed when the realities <br />are detailed. Vice President Jacobson responded that federal officials <br />appeared to believe that the proposed standards would be achievable. <br />Secretary Garcia asked for an explanation of proposal 3. Treasurer <br />Pontanilla stated that the proposal would extend the deadline for <br />approving or denying HRS Chapter 201 H waivers in order to give county <br />councils enough time to consider the proposals. President Rapozo stated <br />that the housing directors of the counties oppose this proposal. <br />Secretary Garcia raised the possibility of expanding the scope of proposal <br />1 to cover products that are grown statewide and in counties outside the <br />island of Hawaii. He was concerned that the proposal applied only to <br />Hawaii island products. Vice President Jacobson stated that the intent of <br />the proposal was not to limit it to specific products, but to cover all Hawaii <br />grown products. <br />Secretary Garcia asked for clarification that proposal 4 would allow <br />counties to conduct cooperative purchasing without being blocked by the <br />state procurement policy board. Maui Council Chair Hokama stated that <br />that was an accurate understanding of the proposal. Secretary Garcia <br />asked if this would be similar to the four counties coming to an agreement <br />to buy in bulk and achieve cost savings. Chair Hokama responded that <br />4 <br />
