`! <br />Kauai Councilmember Iseri-Carvalho announced that Mr. Bruce Elwell, a <br />member of the NACo board of directors, is suffering from cancer and <br />suggested that HSAC send notes of sentiment to him. President Rapozo <br />stated that he would send information on Mr. Elwell to Secretary Garcia so <br />that a card from HSAC could be prepared. <br />C. Western Interstate Region (V1IIR) Report <br />None. <br />IV. UNFINISHED BUSINESS <br />A. 2009 HSAC Legislative Package <br />President Rapozo stated that there were eight legislative proposals for <br />consideration in the HSAC legislative package. He suggested that the <br />Executive Committee vote on each item to determine which proposals <br />should be included in a package to be sent to the councils for approval. <br />Treasurer Pontanilla stated that he could not vote prior to a vote by the <br />Maui county council on the individual items. <br />1:35 - a recess was called. <br />1:45 -meeting reconvened. <br />President Rapozo stated that he would like to vote on the items, however <br />if not all members were ready to vote at the current meeting the vote could <br />be deferred. He stated that if the vote is delayed he is concerned about <br />timely submission of the HSAC package to the legislature. Vice President <br />Jacobson stated that removal of proposals could occur at the council level <br />and his understanding was that HSAC representatives must then follow <br />the recommendation of their respective councils. He added that the <br />current proposals could be referred to the councils, which could amend <br />the package only through removal of proposals, not amendment or <br />addition of new proposals. <br />Vice President Jacobson moved to approve the following legislative <br />proposals as the HSAC legislative package and refer the package to the <br />county councils for approval: <br />1) A BILL FOR AN ACT RELATING TO PRODUCT BRANDING <br />AND LABELING (Hawaii) <br />2) A BILL FOR AN ACT RELATING TO THE PUBLIC UTILITIES <br />COMMISSION (Hawaii) <br />3) A BILL FOR AN ACT RELATING TO HOUSING (Maui) <br />
