t~ <br />III. REPORTS <br />A. County Reports <br />Maui Countv Report. Treasurer Pontanilla reported that a new <br />water conservation bill was sent by the council back to committee in <br />order to address concerns raised by the hotels and community <br />members. The planning committee extended the general plan <br />update process into 2009 as more time was needed for completion. <br />The council received its first applicant for affordable housing <br />development under a new ordinance approved earlier this year, <br />providing funding from real property taxes to assist development of <br />affordable housing. The applicant is Maui Family Life Center. <br />2. Hawaii Countv Report. Vice President Jacobson reported that the <br />Hawaii council has reviewed the proposals for the HSAC legislative <br />package and is considering their approval. He informed the <br />committee that the council had passed a GMO ban, a resolution <br />supporting the Hawaiian monk seal, and an agricultural tourism bill. <br />He also added that Community Development Plans for the county <br />were approved. <br />City and Countv of Honolulu Report. Secretary Garcia reported <br />that he had recently met with Maui county officials, including council <br />members, to discuss both PEG access funding and policies <br />regarding transient vacation rentals. He informed the committee <br />that the Honolulu council continues to consider bill 6, relating to bed <br />and breakfast accommodations, and recently returned the bill to its <br />committee. The county also has seven projects up for <br />consideration by the neighborhood stabilization plan for funding. <br />4. Kauai County Report. President Rapozo reported that the council <br />approved a resolution requesting the state take action to prevent <br />the varroa mite from causing damage to the bee colonies on the <br />island. Regarding transition issues for HSAC and NACo, he stated <br />that Kauai council had agreed to Shaylene Iseri-Carvalho serving <br />her remaining term on NACo, and that, contingent on the <br />November election results, Ron Kouchi would take over the Kauai <br />seat on the HSAC executive committee as President to ensure <br />continuity. <br />B. National Association of Counties (NACo) Report <br />Maui Council Chair Riki Hokama informed the executive committee that <br />the NACo finance committee will meet Thursday in Virginia, however he <br />will be unable to attend due to prior commitments. <br />2 <br />
