<br /> <br /> <br /> <br /> <br /> <br /> SAFE COMMUNITY HIGHWAY SAFETY PROGRAM <br /> QUARTERLY REPORT <br /> <br /> PROJECT TITLE: HPD SPEED ENFORCEMENT PROGRAM/ SC08-06 (01-H-02) <br /> <br /> Hawaii Police Department's goal is to decrease the number of speeding involved <br /> fatalities and consequently reduce the total number of traffic fatalities on the Big Island. <br /> HPD also will increase the number of citations by 5% during this grant period. <br /> <br /> STRATEGIES <br /> <br /> 1. Conduct 100 high visibility checkpoints, specifically in locations known for excessive <br /> speed violations and locations of recent crashes involving serious injuries or death. <br /> <br /> 2. Establish operations targeting street or "outlaw" racing that will be conducted in <br /> affected districts and during the late night peak racing rimes. Operations to include <br /> enforcement of regulatory traffic violations often associated with street racing <br /> vehicles and speeding. <br /> <br /> 3 Issuing approximately 1,000 speeding citations with grant funding. <br /> <br /> 4. Issue approximately 2,500 citations for other violations with grant funding. <br /> <br /> 5. Effect approximately 20 arrests during enforcement efforts for racing on the <br /> highways, warrant violations and other offenses. <br /> <br /> 6. Purchase (4) dual directional radar units for use by police unmarked vehicles <br /> in districts where the occurrence of speed related crashes is especially high. <br /> <br /> 7. Conduct Speed Mobilization Periods island wide to promote enforcement and <br /> public awareness. <br /> <br /> GRANT PERIOD RESULTS: <br /> (FOURTH OUARTER/FINAL REPORT) <br /> <br /> <br /> 1. Officers conducted 64 speed checkpoints island wide in the fourth quarter. <br /> <br /> Officers conducted 256 grant funded speed checkpoints island wide during <br /> this FFY 2008. <br /> <br /> 2. Districts have conducted speed operations during evening hours to target <br /> racing on the roadways. North Kohala district held one on September 13, 2008 on <br />
