<br /> <br /> <br /> <br /> <br /> HPD SPEED ENFORCEMENT PROGRAM <br /> PAGE 2 <br /> <br /> Queen Kaahumanu Hwy resulting in 3 speeding citations. South Kohala did a total of <br /> Five speed operations (7/19/08, 8/29-30/08,9/6/08,9/22/08 and 9/24/08) on Kawaihae <br /> Road, Queen Kaahumanu Hwy., Waikoloa Road, and Route 190. These five <br /> Operations resulted in 17 speeding citations, 8 other citations, 3 seat belt citations, 5 <br /> Child restraint citations, and 2 moving citations. Kau District did 3 speed operations <br /> (8/11/08, 8/18/08 and 8/30/08) on Rte. 11. These operations resulted in 3 speeding <br /> citations, 5 moving citations, and 1 other citation. Hamakua District did 2 speed <br /> operations (8/2/08 and 8/9/08) on Rte. 19. These operations resulted in 8 speeding <br /> citations and 1 moving citation. Kona district did a total of six operations ( 2 each on <br /> 8/17/08, 8/20/08 and 8/21/08) on Queen Kaahumanu Hwy and Rte. 11. These <br /> operations resulted in 39 speeding citations, 11 moving citations, and 5 other <br /> citations. Note that these results are already included in the tallies under items 3 and <br /> .4. <br /> <br /> 3. Officers issued 206 citations for speeding violations in the fourth quarter. <br /> <br /> Officers issued 1,056 citations for speeding violations with grant funds during <br /> the FFY 2008. <br /> <br /> 4. Officers issued 10 citations for seat belt violations, 8 child restraint citations, <br /> 42 moving citations, and 36 citations for other traffic violations in the fourth quarter. <br /> <br /> Officers issued 66 citations for seat belt violations, 27 citations for child <br /> restraint citations, 71 moving citations, and 504 citations for other traffic <br /> violations with grant funds during the FFY 2008. The total <br /> citations issued for the FFY 2008 was 668 utilizing the grant funding. <br /> <br /> 5. During the checkpoints, officers made three arrests for outstanding warrants <br /> in the fourth quarter. <br /> <br /> Officers made 28 arrests for traffic and other violations, and 3 arrests for <br /> Operating A Vehicle Under the Influence of an Intoxicant (OVUII) with grant <br /> funds during the FFY 2008. <br /> <br /> 6. Purchased and received (4) dual directional radar units for use by Hawaii Police <br /> Department Traffic Enforcement Unit. These radar units will be used in their <br /> unmarked vehicles. They will be utilized in all eight districts island wide. <br /> <br /> 7. HPD conducted a speed mobilization period on the dates of August 20-26, 2008. <br /> A total of 4 grant funded checkpoints were conducted, all within the Kona District. <br />
