MEMORANDUM OF UNDERSTANDIND <br />11/8/08 draft <br />The Hawaii State Coalition Against Domestic Violence (HSCADV) enters into this <br />Memorandum of Understanding (MOU) with [Iaraii Clxmty Office of the Pxcseaitirr~ Attott~ <br />as collaborative partners. <br />History <br />At different times, all of Hawaii's counties have had a Domestic Violence Task Force (DVTF). <br />Challenges such as a lack of funding, turnover in individual participation, inconsistent <br />leadership, reduced commitment to work on projects, burnout issues, and other factors have <br />resulted in the DVTFs losing momentum, diminishing, and in some cases dissolving. Many <br />believe that failure of these voluntary efforts was inevitable because they existed either without <br />funding or they eventually lost funding, making if impossible for leadership to be sustained: <br />In response to the five-yeaz domestic violence strategic plan, Navigating a Course for Peace, <br />2007-2012, in which the need for County Domestic Violence Task Forces (DVTF) is clearly <br />identified, the Hawaii State Department of Health (DOH) has agreed to provide funding. The <br />funding is to be used for strengthening membership, organizational structure, function, and <br />cohesiveness to support and improve community collaboration through the establishment of such <br />Task Forces. <br />Chazacteristics of a strong DVTF include focus on: <br />• involvement of an active and diverse membership base across disciplines and sectors, <br />including the criminal justice system, victim advocacy, programs for perpetrators, health <br />caze, child welfare, substance abuse treatment, religious institutions, academia, etc., <br />• voluntary participation, <br />• skilled leadership, <br />• shared vision, mission, and responsibility, " <br />• common goal setting, <br />• shazed decision-making, <br />• member-driven agendas, <br />• vested members, <br />• accountability and improvement, and <br />• impact on specified outcomes and changes for improving and strengthening the <br />community's response to domestic violence. <br />Comvosition of the Proiect <br />The HSCADV receives a grant from the Hawaii State Department of Health (DOH) to help with <br />implementation of the five-year domestic violence strategic plan, Navigating a Course for Peace, <br />EXHIBIT "1" <br />
