No. 27/Bi115 <br />PLACE: Sheraton Keauhou Bay Resort and Spa <br />78-128 Ehukai Street <br />Kailua-Kona, HI 96740 <br />TIME: 1:00 p.m. <br />Council Chair and Members <br />Hawaii County Council <br />Hilo, Hawaii 96720 <br />Your Committee on Public Works and Intergovernmental Relations, to which was referred <br />Communication No. 27, regazding Bill 5, reports as follows: <br />Bi115, transmitted by Director of Public Works, Bruce McClure, via Communication No. 27, <br />dated November 17, 2008 amends Ordinance No. 08-64, which amended Chapter 24 of the <br />Hawaii County Code 1983 (2005 edition, as amended), is amended to read as follows: <br />"SECTION 5. This ordinance becomes effective after the new section of Haleki`i <br />Street is dedicated and accepted by the County of Hawaii or the land owner grants an <br />easement to the County of Hawaii for the numoses of carrvine out the requirements of <br />this ordinance [and] the new section of Haleki`i Street is properly posted with signage <br />for one-way traffic restriction, and after the following mitigative measures are <br />implemented and accepted by the County of Hawaii. <br />There was no testimony from the public on this proposed bill. <br />Committee Chair Brenda J. Ford relinquished her seat to Committee Vice Chair Kelly <br />Greenwell. <br />Public Works Director Warren Lee and Traffic Division Chief Ron Thiel appeazed before your <br />Committee. Mr. Thiel commented that this recommendation was submitted by former Public <br />Works Director Bruce McClure. As submitted by the November 17, 2008 transmittal, the <br />Haleki`i Extension, approximately 4,400 feet in length, not only provides access to Hokulia but <br />also provides access to 52 proposed lots in Phase 3 East. The developer has not started <br />construction in Phase 3. In order to open the Bypass for evening one-way traffic, the County of <br />Hawaii will operate under a grant of easement from the landowner. <br />Mr. Thiel provided the Committee members an update on the mitigative measures in Ordinance <br />No. 08-64 that have been implemented, as well as the others projected to be completed in <br />PWIRC RPT NO. 5 <br />
