8. Coastal Zone Management, HRS, Chapter 205A: The entire State of Hawaii lies <br />within the Coastal Zone Management Area. <br />9. Special Management Area (SMA): The Special Management Area is a part of the <br />Coastal Zone Management Program and regulated by the County. The property is <br />located approximately 4 miles from the coastline and not situated within the Special <br />Management Area. <br />DESCRII'TION OF PROPERTIES AND SURROUNDING AREA <br />10. Project Site: The project site consists of two vacant parcels, each approximately three <br />acres in size. The vacant 51-yeaz old dwelling on proposed lot #2 (pazcel 10) per the site <br />plan will be demolished. Portions of the property have been planted in macadamia nut <br />trees but have not been maintained. The remaining portion of the site was previously <br />utilized as pasture. <br />11. Surrounding Zoning/Land Uses: Immediate surrounding properties are in the State <br />Land Use Agricultural district, zoned A-l0a and A-3a and in residential or agricultural <br />uses. Nani Mau Gardens is located southeast of the site on Makalika Street. The <br />Waiakea Uka Flood Control Project is located on the property's northern boundary. The <br />project was constructed to the Federal Emergency Management Agency's (FEMA) <br />standards to manage flood waters in the azea. <br />12. ALISH: Other Important Agricultural Land; land other than Prime or Unique <br />Agricultural Land of statewide importance for the production of food, feed, fiber and <br />forage crops. <br />13. Land Study Bureau's Detailed Land Classification System: "E" or "Very Poor." <br />14. U.S. Soil Survey: rPAE, or Papai Series, which consists ofwell-drained, thin, extremely <br />stony organic soils over A'a lava. <br />15. FEMA: Zone "X", azeas determined to be outside the 500-year flood plain. <br />16. Flora/Fauna Resources: No formal flora/fauna study was conducted of the site, as the <br />property was previously used as a dwelling site. The azea is currently overgrown with <br />non-native grasses and shrubs. <br />17. Archaeological Resources: Because the property was used as a dwelling site since the <br />1950's, no formal archaeological study was conducted. The applicant believes that due <br />to the prior use of the site for dwelling purposes, it is highly unlikely that any <br />-2- <br />
