A.. SUBJECT REQUEST <br />1. Details of Proposed Use/Development <br />a Project Description <br />The applicant, Melody Pazong, would like to change the zoning on the 35,850 sq ft <br />parcel. The current zoning is RS-20 and the proposed zoning is RS-15. The parcel was <br />once owned by the applicant's grandmother, I.melia Victorino. She came to live with <br />Melody and her family in 1984 and they continued to caze for her until her death in 2004. <br />Upon her death, ownership of the property was transferred to Melody's mother and her <br />mother's sister. Because of the gratitude her aunt felt for the care of her grandmother for <br />all those years, she gave Melody her half of the property. The property is now co-owned <br />between Melody's parents and Melody and her husband. They are trying to get the <br />property rewned so that it can be subdivided. <br />b. Statement of objectives and reasons for the request: <br />They would like to have it subdivided for the following reasons: Since she already owns <br />half of the property, she would like her share to be sepazate from her parents' share, so <br />that later in life when they have passed on, there will be no question with her siblings. <br />over ownership of the property. Melody may build a home on the property in the firture <br />as her parents get older and require more assistance. She would be closer to care for <br />them just as she did for her grandmother. <br />(~ c. Number ofacres/square feet: <br />Y 35,850 sq ft <br />B. .CONFORMANCE WITH STATE/COIINTY PLAN <br />2. State Land Use Designation <br />Urban <br />3. How the proposed use is not contrary to Chapter 205A, Coastal Zone Management <br />(existing public access, scenic or open space resources, coastal view planes, and coastal <br />ecosystems): <br />The subject parcel is not located within the Coastal Zone Management Area, and is <br />therefore not contrary to HRS Chapter 205A. There are no existing public access routes <br />within the parcel. As the property is located approximately six miles from the coastline, <br />there are no impediments to coastal view planes and coastal ecosystems. The parcel is <br />located in a residential neighborhood, so does not impact any scenic or open spaces. <br />4. Applicable goals/policies and objectives of the General Plan: <br />In the Introduction to the General Plan it states "The purpose of the General Plan is to <br />identify the visions, values and priorities important to the people of this County". The <br />proposed change of zone would allow the applicant to share the vision of her aunt's gift <br />of property. <br />
