Community Development Plan: <br />In the Puna Community Development Plan, both Keaau and Pahoa are considered "town <br />centers", rather than the smaller `pillage centers"."Town centers are the model on which <br />Puna's future land use pattern will be based, redirecting Puna's extensive subdivisions <br />from their present course of sprawl development " By subdividing the subj ect parcel, the <br />applicant will own a lot in an akeady-established Keaau residential neighborhood, rather <br />than a lot in a sprawling subdivision. Also in the Puna Community Development Plan is <br />a proposal to limit parcels less than five acres from subdividing. Planning Director Chris <br />Yuen wrote in his recommendations on the PCDC "This would make it impossible in <br />many cases for subdivisions to allow conveyances to family members, which may be the <br />hope and expectation of many property owners." Description of subject property, location, climate, topography, slope, soils (including <br />size, shape, existing structures): <br />The subject property consists of 35,850 sq ft in Keaau, on the Big Island of Hawaii. The <br />parcel is approximately 6 miles from the shoreline. The average high temperature ranges <br />from 79 to 83 degrees. The average low temperature ranges from 63 to 69 degrees. The <br />average precipitation ranges from 7 to 14 inches per month. The slope of the property is <br />fairly flat and the soil is rocky. There are two permitted homes on the front half of the <br />pazcel and a small storage shed. At the back of the parcel is a small storage shed and a <br />pigeon coop. The main residence is L-shaped, 640 sq ft with a garage. The ohana is also <br />L-shaped, 1704 sq ft with a garage. <br />9-A. The owners of the subject parcel intend to meet the conditions of the rezoning and <br />subsequent subdivision by adjoining the original & ohana dwellings with a covered <br />walkway.
