STATE OF HAWAII <br />RESOLUTION <br /> <br />A RESOLUTION RELATING TO FUNDING A PRESENTATION BY THE HONORABLE JIM MCLAY <br /> <br />WHEREAS, it is increasingly recognized that government has a duty to provide services in the most cost <br />effective and efficient manner, to focus on targeting outcomes, and to control the cost of government~ and <br />WHEREAS, the civil service reforms executed in New Zealand during the 1980's have been studied by <br />nations and states worldwide~ and <br />WHEREAS, the Honorable Jim McLay, former Deputy Prime Minister of New Zealand, was one of the <br />prominent figures in enacting those reforms in New Zealand and will be in the state of Hawaii in the month of <br />November, 1997~ and <br />WHEREAS, Mr. McLay, Principal and Director of lK. McLay Limited, possesses the experience and <br />expertise with such reforms and could provide the council with valuable information to address similar issues <br />which currently confront the county and state such as the ongoing privatization issues and the potential state <br />budgetary shortfall. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAW AIl that it <br />wishes to extend an invitation to Mr. McLay, Principal and Director of lK. McLay Limited, to address the <br />Committee on Human Services and Economic Development, and that the expense of this Council Program, not <br />to exceed $1000.00, shall be paid from the Clerk-Council Services-Office-Misc. Contract Services account <br /># 010-101-5101.02-115 for Council Programs. <br />BE IT FURTHER RESOLVED that the Clerk of the County of Hawaii tranmit copies of this Resolution <br />to Mayor Stephen K.
