o instruct all aircraft departing on Runway 8 to <br />maintain runway heading until past the ITO VORTAC and <br />at an altitude of 1,000 feet or until crossing the <br />shoreline; <br />o Advise users to favor Runway 26 for arrivals and <br />Runway 8 for departures during the nighttime hours <br />of 10:00p.m. to 7:OOa.m.; and <br />o Advise users that Hilo International Airport is <br />noise sensitive and request that overflights of <br />noise sensitive areas and repetitive training <br />operations be minimized. (The locations of noise <br />sensitive areas in relation to the airport should be <br />shown on a map and published with the Informal <br />Preferential Runway Use Program.) <br />The State DOT proposes to draft a proposed -informal <br />preferential runway use program and submit it to the FAA for <br />modification and/or approval. Volume II, pages 5-9. <br />NO ACTION REQUIRED AT THIS TIME. This measure relates to <br />flight procedures and is not subject to the 180 -day formal <br />review period. The State DOT's submission to FAA of a <br />proposed informal preferential runway use program along the <br />lines described above must include supporting evidence that <br />the proposed closure of Runway 3-21 at night is not an <br />access or noise restriction subject to the Airport Noise and <br />Capacity Act of 1990 and FAR Part 161. Supporting evidence <br />would include information that the runway prohibition is a <br />voluntary advisory one that is subject to weather, safety, <br />traffic conditions, and normal pilot discretion. <br />2. Encourage relocation of military training operations. <br />This measure would request military users to minimize their <br />use of Hilo International Airport and maximize their use of <br />Keahole and Lihue airports for repetitive training <br />operations. Additionally, operators of heavy military jet <br />aircraft should be advised of the concerns and impacts of <br />repetitive, low level overflights, and should be requested <br />to utilize full -stop procedures over the eastern end of the <br />airport for training.
