REQUEST: <br />Mento PHONE: 961-8229 <br />The Hawaii County Civil Defense Agency (HCDA) wishes to enter into an Memorandum of Agreement with <br />the Department of Defense, State of Hawaii (STATE) for STATE support of the County of Hawaii Multi <br />Hazard Mitigation Plan Update (HMP). The HMP is in support of State and County commitments toward long <br />term strategies to reduce the risks of natural hazards and will reduce further losses. <br />B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br />An update of the County's multi-hazard mitigation plan is required to be submitted to FEMA by July 2010 as <br />--- failure to submit the update will cause the County to lose future Federal funding towards mitigation projects. <br />The HMP will include information from two (2) University of Hawaii projects: Lava flaw modeling and <br />Laridslide area mapping, and one (1) Hawaii County Department of Public Works Comprehensive Floodplain <br />Management program. The total STATE funding for all of these projects totals $361,448 but anon-federal <br />matching share totalling $128,003, in the form of in-kind contributions, will be provided by participating <br />agencies. The HCDA will be the designated pass-through agency for all invoices related to all HMP projects <br />to the STATE and shall also maintain accountablility of all in-kind activities that contribute towards the non- <br />federal share. Failure to participate in the MOA with the STATE will jeapordize future federal mitigation <br />monies earmarked for Hawaii County. Past STATE funded mitigation projects have included the hardening <br />of the lower Hamakua ditch and the hardening of fire stations. <br />Civil Defense wishes to waive the Finance Committee Meeting for the following reasons: 1 HCDA would like <br />to begin work on the HMP update as soon as possible. 2 The County is not responsible for any funds except <br />for being the pass through for in-kind reporting. <br />SIGNED: ~~F~ \~ DATE: ~-- ~~ " 1 <br />Department Head <br />
