Scope of Work <br />Describe the plan development process. (If updating an existing plan, please indicate here.) <br />The planning process will include mitigative actions and priorities that aze identified as cost-effective, <br />environmentally sound, and technically feasible, and will engage the resources of the local research <br />community, and will rely on the inclusion of scientific results of at least 3 projects that will run <br />concurrent with the performance period of the plan update. The plan update will be comprehensive in <br />scope and the coordinator of the update will be Hawaii Civil Defense Agency. Significant project <br />contribution will include the results from the Enhanced Interactive Lava Flow Modeling Program <br />FLowGoII project, POC Dr. Donald Thomas-University of Hawaii; Mapping of Landslide Hazazd <br />Areas, POC Dr. Ian Robertson-University of Hawaii; Area Development Plan for Existing and Future <br />Development, POC Mr. Jiro Sumada -Dept. of Public Works. The inclusion of the information from <br />the analyses performed will support many of the Goals and Objectives of the state mitigation plan <br />which are assumed by the County plan, and include the improvement of lifelines, infrastructure, critical <br />facilities and reduce their vulnerability to hazazds, the improvement of building codes and buidding <br />inventories and assessments, ensuring knowledge and accessibility of response plans and evacuation <br />routes, encourage appropriate coastal-dependent development that reduces risks from coastal hazards at <br />all stages of development, develop risk and vulnerability assessments, allow for an evaluation and <br />update of the plan and promote proactive use of the plan. On completion of each study supported by <br />the grant, the data and information gathered will be reviewed by an assigned committee, which will be <br />tasked with assessing the information to identify appropriate mitigation measures, best-practices, <br />retrofit schemes, and reduce hazard risks, as well as will reflect changes in the development and <br />progress in countywide and statewide mitigation efforts and updates in priorities.
