Scope of Work
Describe the plan development process. (If updating an existing plan, please indicate here.)
The planning process will include mitigative actions and priorities that aze identified as cost-effective,
environmentally sound, and technically feasible, and will engage the resources of the local research
community, and will rely on the inclusion of scientific results of at least 3 projects that will run
concurrent with the performance period of the plan update. The plan update will be comprehensive in
scope and the coordinator of the update will be Hawaii Civil Defense Agency. Significant project
contribution will include the results from the Enhanced Interactive Lava Flow Modeling Program
FLowGoII project, POC Dr. Donald Thomas-University of Hawaii; Mapping of Landslide Hazazd
Areas, POC Dr. Ian Robertson-University of Hawaii; Area Development Plan for Existing and Future
Development, POC Mr. Jiro Sumada -Dept. of Public Works. The inclusion of the information from
the analyses performed will support many of the Goals and Objectives of the state mitigation plan
which are assumed by the County plan, and include the improvement of lifelines, infrastructure, critical
facilities and reduce their vulnerability to hazazds, the improvement of building codes and buidding
inventories and assessments, ensuring knowledge and accessibility of response plans and evacuation
routes, encourage appropriate coastal-dependent development that reduces risks from coastal hazards at
all stages of development, develop risk and vulnerability assessments, allow for an evaluation and
update of the plan and promote proactive use of the plan. On completion of each study supported by
the grant, the data and information gathered will be reviewed by an assigned committee, which will be
tasked with assessing the information to identify appropriate mitigation measures, best-practices,
retrofit schemes, and reduce hazard risks, as well as will reflect changes in the development and
progress in countywide and statewide mitigation efforts and updates in priorities. Before final
submittal, the Plan must be approved by the County Council and the County Mayor, and will have been
subject to intermediary review prior to approval.
If you would like to make any comments, please enter them below.
Attachments:
Enter Work Schedule
Description Of Task
Appoint Hawaii County
Plan Update Steering
Committee
Meet with Planning
Team
Hire Project Team
Starting Unit Of Time
Point
1 MONTHS
1 MONTHS
1 MONTHS
Duration Unit Of Time
1 MONTHS
1 MONTHS
6 MONTHS
Work Complete By
Hawaii County Civil
Defense
Project Manager/Planner
Principal and Project
Manager
