MEMORANDUM OF AGREEMENT <br />Between <br />CIVIL DEFENSE DIVISION <br />DEPARTMENT OP DEFENSE <br />STATE OF HAWAII <br />and the <br />HAWAII CIVIL DEFENSE AGENCY <br />COUNTY OF HAWAII <br />1. This MEMORANDUM OF AGREEMENT (MOA), entered into on this th day of <br />2009 by and between the Department of Defense, State of Hawaii, on behalf of <br />its Civil Defense Division, hereinafter referred to as "STATE," and the County of Hawaii, on <br />behalf of its Hawaii County Civil Defense Agency, hereinafter referred to as "COUNTY." <br />2. The purpose of this MOA is to support the project objective of and activities related to the <br />project entitled "County of Hawaii Multi-Hazard Mitigation Plan Update". This project will <br />result in a comprehensive update of the Hawaii County Multi-Hazard Mitigation Plan and will <br />include information from the projects "Enhanced Interactive Lava Flow Modeling Program <br />F1owGo II," "Mapping of Landslide Hazard Areas," and "Area Development Plan for Existing <br />and Future Development." The update of the multi-hazard mitigation plan is in support of State <br />and County commitments toward long-term strategies to reduce the risks of natural hazards and <br />will reduce future losses. The scope of work as provided in the FEMA-approved application and <br />further described in the project proposal by the COUNTY is attached. The formal name of the <br />project is "County of Hawaii Multi-Hazard Mitigation Plan Update." <br />3. Period of Performance. This MOA covers the period beginning with January 26, 2009, and <br />ending July 10, 2011. <br />4. Modifications. Any extensions, changes or alterations to the MOA shall be agreed to by both <br />parties in writing before being undertaken and the same shall be evidenced by written <br />amendment to this MOA. <br />5. Project Budget. The STATE through the federal share shall provide a maximum amount of <br />$361,448 for this project. The Non-Federal share of $128,003 shall be provided in the form of <br />in-kind contributions and/or cash match which represent 25 percent of total project costs. The <br />COUNTY shall maintain accountability of all in-kind activities that contribute to the 25% non- <br />federal share. All projects shall be associated with the categories of activities cited in paragraph <br />2. The project proposal, including approved budget and cost-share are further described in the <br />attached project application. <br />EXHIBIT "A" <br />
