MEMORANDUM OF AGREEMENT Between CIVIL DEFENSE DIVISION DEPARTMENT OP DEFENSE STATE OF HAWAII and the HAWAII CIVIL DEFENSE AGENCY COUNTY OF HAWAII 1. This MEMORANDUM OF AGREEMENT (MOA), entered into on this th day of 2009 by and between the Department of Defense, State of Hawaii, on behalf of its Civil Defense Division, hereinafter referred to as "STATE," and the County of Hawaii, on behalf of its Hawaii County Civil Defense Agency, hereinafter referred to as "COUNTY." 2. The purpose of this MOA is to support the project objective of and activities related to the project entitled "County of Hawaii Multi-Hazard Mitigation Plan Update". This project will result in a comprehensive update of the Hawaii County Multi-Hazard Mitigation Plan and will include information from the projects "Enhanced Interactive Lava Flow Modeling Program F1owGo II," "Mapping of Landslide Hazard Areas," and "Area Development Plan for Existing and Future Development." The update of the multi-hazard mitigation plan is in support of State and County commitments toward long-term strategies to reduce the risks of natural hazards and will reduce future losses. The scope of work as provided in the FEMA-approved application and further described in the project proposal by the COUNTY is attached. The formal name of the project is "County of Hawaii Multi-Hazard Mitigation Plan Update." 3. Period of Performance. This MOA covers the period beginning with January 26, 2009, and ending July 10, 2011. 4. Modifications. Any extensions, changes or alterations to the MOA shall be agreed to by both parties in writing before being undertaken and the same shall be evidenced by written amendment to this MOA. 5. Project Budget. The STATE through the federal share shall provide a maximum amount of $361,448 for this project. The Non-Federal share of $128,003 shall be provided in the form of in-kind contributions and/or cash match which represent 25 percent of total project costs. The COUNTY shall maintain accountability of all in-kind activities that contribute to the 25% non- federal share. All projects shall be associated with the categories of activities cited in paragraph 2. The project proposal, including approved budget and cost-share are further described in the attached project application. EXHIBIT "A"
