<br />,.' .... <br /> <br />... <br /> <br />.' <br /> <br />. <br /> <br />,COUNTY OF HAWAII <br /> <br />STATE OF HAWAII <br /> <br />RESOLUTION NO.~ <br /> <br />RESOLUTION SUPPORTING THE HAWAI'I FIN SWIMMING EVENTS COUNCIL AND THE <br />PROPOSED HAWAI'I INTERNATIONAL FIN SWIMMING INVITATIONAL GRAND PRIX. <br /> <br />WHEREAS, "Fin swimming" has become an International Water Sport with 91 Sport <br />Federations in 82 countries, including the mainland USA, recognized by the International Olympic <br />Committee; and <br /> <br />WHEREAS, Hawai'i has not yet officially recognized fin swimming; and <br /> <br />WHEREAS, on the Island of Hawai'i, the Hawai'i Fin Swimming Events Council has been <br />formed and is prepared to schedule Hawai'i International Fin Swimming Events commencing in <br />1998 with invitations extended to over 50 countries; and <br /> <br />WHEREAS, the National Governing Body of Underwater Swimming for the United States <br />of America has indicated a willingness to designate Hawai'i Island as a National Training Center for <br />fin swimming, and the US Olympic Committee has expressed its willingness to add Hawai'i Island <br />to its Potential Partnership Program; and <br /> <br />WHEREAS, the Hawai'i Fin Swimming Events Council is formalizing plans to utilize <br />aquatic facilities throughout the Big Island for athlete development camps and international <br />competitions along with coaching and judging conferences starting in 1998; and <br /> <br />WHEREAS, inquiries for the Hawai'i International Fin Swimming Invitational Grand Prix <br />have been received from over ten countries including China, Japan, South Korea, Taiwan, <br />Singapore, the Philippines, Australia, Hungary, Germany, Italy, Sweden, and the mainland USA; <br />and <br /> <br />WHEREAS, US Olympic Swimming Coaches have expressed intent to attend this Grand <br />Prix as part of the American Coaching Staff; and <br /> <br />WHEREAS, fin swimming has been a training technique for classical swimming for over 30 <br />years, but only in the last five years has it been recognized, in and of itself, as an emerging Olympic <br />sport by the US Olympic Committee; and <br /> <br />WHEREAS, just five years ago, only one university in the United States officially used <br />swim fins as part of its training program, but by 1997, over 100 collegiate swim programs have <br />accepted the ~use of swim fins as a means to enhance performance in their classical swim training <br />programs; and <br /> <br />WHEREAS, some of the advantages of this resolution, and its promotion of fin swimming, <br />is the exposure of Hawai'i's youth to optimal training techniques, future water sports and athletic <br />development with the broadest possible opportunities for interested young athletes to participate in <br />Olympic sports; and <br />
