<br />. <br /> <br />. <br /> <br />.' --, <br /> <br />COUNTY OF HAWAII <br /> <br />STATE OF HAWAII <br /> <br />RESOLUTION NO. ~20S 981/ <br /> <br />RESOLUTION AUTHORIZING THE EXTENSION OF THE PUBLIC SEWER AT <br />LUNAPULE ROAD, LOCATED AT W AlAHA, DISTRICT OF NORTH KONA, COUNTY <br />AND STATE OF HAWAII. <br /> <br />BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII. <br /> <br />WHEREAS, extensions to the sewer system are beneficial to the community as a whole. <br /> <br />By elimination of existing cesspools, the amount of pollutants reaching the groundwater and the <br /> <br />coastal waters is reduced, resulting in a cleaner, healthier environment; and <br /> <br />WHEREAS, extensions to the sewer system are beneficial to the Department of Public <br /> <br />Works by increasing the revenue base and allowing more cost-efficient operation of our existing <br /> <br />facilities by reducing the unit cost of treatment~ and <br /> <br />WHEREAS, the Kealakehe Wastewater Treatment Plant (KWTP) was designed with a <br /> <br />capacity of2.8 mgd. It is currently operating at approximately 1.0 mgd, or 36% of its design <br /> <br />capacity. While this percentage will increase with the completion of the Alii Drive Sewer <br /> <br />System currently under construction, there will still be considerable excess capacity; and <br /> <br />WHEREAS, the Lunapule Road area was included as part of the design area for the <br /> <br />Environmental Impact Statement prepared for the Kailua-Kona (Southern Zone) Facility Plan in <br /> <br />1982 by M&E Pacific, Inc.~ and <br /> <br />WHEREAS, as a grant condition for the KWTP, the Environmental Protection Agency <br /> <br />("EPA") required as a minimum that 75% of the design capacity must be utilized. Failure to <br /> <br />comply with this condition could result in action by the EPA to recover a portion of the grant <br /> <br />funds awarded; and <br />
