No. 241 - <br /> <br /> PLACE: Councilroom <br /> <br /> TIME: 10:50 A.M. <br /> Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Finance, to which was referred Resolution No. 65, reports as follows: <br /> <br /> Resolution No. 65, transmitted by Mayor Stephen K. Yamashiro, via Communication No. 241, <br /> <br /> dated April 8, 1997, approves the cost items agreed upon in the azbitration decision involving the <br /> County of Hawaii and the Hawaii Government Employees Association Bargaining Unit 02 for <br /> <br /> contract period July 1, 1995 through June 30, 1997. <br /> Pursuant to Section 89-I 1(d) of the Hawaii Revised Statutes, relating to collective bargaining, all <br /> items requiring any moneys for implementation shall be subject to appropriations by the <br /> appropriate legislative bodies. <br /> <br /> The cost items are summarized as follows, a 2.00% across-the-boazd increase for all employees <br /> <br /> on July 1, 1996, a 2.78% across-the-boazd increase for all employees on January 1, 1997, and a <br /> <br /> continuation of step movements during the two years covered. <br /> The estimated cost to the County of Hawaii for negotiated cost items will be $107,879. <br /> Additional adjustments such as employer's contribution to the Employee Retirement System, <br /> vacation, holiday and sick leave reparations will increase the total cost to $139,739. The Council <br /> recently approved an appropriation from the fund balance of the general fund to cover negotiated <br /> pay increases. <br /> Concerns were expressed by various committee members in regard to the County's "ability to <br /> pay" negotiated cost items.
