<br />. <br /> <br />. <br /> <br />SECTION 4. Section 5-2.4.4 of the Hawaii County Code 1983 (1995 Edition) is hereby <br />amended to read as follows: <br /> <br />"Section 5-2.4.4. Requirements. <br />(a) Basic Requirements. All building designs shall meet the requirements of sections <br />5-2.5.3,5-2.6.3,5-2.8.3,5-2.9.3,5-2.10.3 and 5-2.11.3 of this Code. <br />(b) Prescriptive and/ or System Performance Criteria. In addition to the basic <br />requirements of subsection (a), either the requirements of this subsection, the <br />prescriptive and/ or system performance criteria, or of subsection (c), the cost <br />budget method, shall be met. <br />(1) The lighting design shall meet either the prescriptive criteria of section 5-2.6.4 <br />or the system performance criteria of section 5-2.6.5; <br />(2) The roof of the building envelope shall meet the prescriptive criteria of <br />section 5-2.8.4. Walls may meet either the prescriptive criteria of <br />section 5-2.8.4 or the system performance criteria of section 5-2.8.5; <br />(3) The heating, ventilating and air conditioning systems design shall meet the <br />prescriptive criteria of section 5-2.9.4; and <br />(4) The service water heating systems and equipment design shall meet the <br />prescriptive criteria of section 5-2.11.3. <br />(c) Building Energy Cost Budget Method. The building energy cost budget method <br />(division 13) may be used instead of the prescriptive and/ or system performance <br />criteria of subsection (b). <br />(d) Plans and Specifications. Plans, specifications and necessary computations shall <br />be submitted to indicate compliance with the Code. Plans and specifications for <br />work to comply with this Code shall be prepared, designed, or approved by a <br />duly registered professional engineer or architect as required by chapter 464 of the <br />Hawaii Revised Statutes. The plans shall include a certification by the responsible <br />engineer or architect that the design conforms to this Code. <br />(e) Information on Plans and Specifications. The plans and specifications shall show <br />in sufficient detail all pertinent data and features of the building and the <br />equipment and systems as herein governed including but not limited to: exterior <br />envelope component materials, U-values of the respective elements including <br />insulation, R-values of insulating materials, size and type of apparatus and <br />equipment, equipment and system controls, and other pertinent data to indicate <br />compliance with the requirements of this division [article] ." <br /> <br />SECTION 5. Section 5-2.6.2.(c) of the Hawaii County Code 1983 (1995 Edition) relating <br />to Lighting (Scope) is hereby amended to read as follows: <br /> <br />"(c) The lighting requirements in this division [article] shall apply to new lighting <br />systems installed in existing buildings where such lighting systems are for an <br />entire floor or an otherwise definable area larger than one thousand square feet <br />and shall also apply to the first tenant improvement in shell or speculative <br />buildings or converted warehouses regardless of area. " <br /> <br />SECTION 6. Section 5-2.6.3.(a) of the Hawaii County Code 1983 (1995 Edition) is <br />hereby amended so that Table 6-1 relating to Exterior Lighting Unit Power Allowances <br />reads as follows: <br /> <br />2 <br />
