No. 13 <br /> PLACE: Councilroom <br /> TIME: 10:43 A.M. <br /> Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Finance, to which was referred Bill No. 2, reports as follows: <br /> Bill No. 2, transmitted jointly with Resolution No. 11 by then Finance Committee Chair Elroy <br /> Osorio, via Communication No. 13, dated November 27, 1996, amends Ordinance 96-68, as <br /> amended, the Capital Budget ending June 30, 1997. <br /> The amendment is as follows: <br /> PARKS AND RECREATION <br /> Kawananakoa/Hualani Pazk Gymnasium $1,000,000.00 <br /> (Plans, Design, and Construction) <br /> Funds for this project shall be provided from: <br /> General Obligation Bonds and/or Other Sources $1,000,000.00 <br /> The amount of $250,000.00 leas also been appropriated for the plans and design of the facility. <br /> Total appropriated County funds for this project would then be $1,250,000.00 of which only <br /> necessary funds will be allotted at the time of construction. <br /> Public testimony was heard in favor of the project by members of the Keaukaha and surrounding <br /> communities. Concerns were voiced regarding public safety and sanitary conditions caused <br /> primarily by the antiquity of the existing building. The genuine necessity for a new facility to <br /> accommodate future generations was distinctively stated. <br /> Your Committee was impressed with the support of the Keaukaha community and their initiative <br /> in seeking partnerships to fund the gymnasium. However, concerns were raised about the <br /> ownership of both the existing and proposed facilities. Currently, the County of Hawaii leases <br /> <br /> the Kawananakoa Hall from the Department of Hawaiian Home Lands with the understanding <br /> that the County maintains the building and pazk area. Lease agreements and conditions for the <br /> new structure have not yet been finalized. <br /> FC REPORT NO. 21 <br /> <br />
