COUNTY OF HAWAII STATE OF HAWAII RESOLUTION NO. 83 U9 RESOLUTION AUTHORIZING THE OFFICE OF THE MAYOR TO ENTER INTO AN AGREEMENT WITH THE STATE OF HAWAII DEPARTMENT OF LABOR AND INDUSTRIAL RELATIONS, PURSUANT TO HRS 46-7, FOR FUNDING FOR THE COUNTY OF HAWAI`I'S SENIOR TRAINING AND EMPLOYMENT PROGRAM WHEREAS, the Senior Community Service Employment Program (SCSEP) is a community service and work based training program for older workers, funded under Title V of the Older Americans Act Amendments; and WHEREAS, the federal funds are channeled to the State of Hawaii Department of Labor and Industrial Relations' Workforce Development Division that annually awards a grant to the Hawaii County Office of Aging, which then contracts out this part-time training program to the Department of Parks and Recreation Elderly Activities Division's Senior Training & Employment Program (STEP); and WHEREAS, the American Recovery and Reinvestment Act (ARRA), signed by President Barack Obama on February 17, 2009, included a $120 million appropriation nationwide for the Senior Community Service Employment Program; and WHEREAS, the SCSEP-ARRA funds are to be used to support additional training and employment opportunities for unemployed low-income seniors and are meant to supplement, not supplant, on-going SCSEP operations; and WHEREAS, with the County's share of the ARRA funding, an additional nine (9) seniors around Hawaii Island can be placed into "on the job" (OTJ) training positions; and WHEREAS, Hawaii Revised Statutes, Section 46-7, requires that county departments obtain the consent of the council to enter into agreements with the federal or state governments respecting action to be taken pursuant to any of the powers granted by law to furnish, expend, and receive any funds or other assistance in connection with projects being or to be undertaken pursuant to those powers.
